(http://blogloc.no5.at). There's a dedicated update client for GPS-enabled phones available as well + a small mobile site (with Gears Location API support coming this week; cell-ID support for the client via Yahoo's Zonetag API is on the list too). Disclaimer: I'm one of the people behind this toy. It's a spare-time, not-for-profit kind of thing.
